SASO认证简介
SASO是英文Saudi Arabian Standards Organization的缩写，即沙特阿拉伯标准组织。SASO负责为所有的日用品及产品制定国家标准，标准中还涉及度量制度，标识等。事实上，SASO标准中有很多是在相关的国际电工委员会（IEC）等国际组织的的安全标准基础上建立的。像很多其他的国家一样，沙特阿拉伯根据自己国家的民用及工业电压，地理及气候环境，民族宗教习惯等在标准中添加了一些特有的项目。为了实现保护消费者的目的，SASO标准不只针对从国外进口的产品，对于在沙特阿拉伯本土生产的产品也同样适用。
沙特阿拉伯工业及商务部及SASO要求所有SASO认证标准包含的产品在进入沙特海关时有SASO认证证书。没有SASO证书的产品会被沙特港口海关拒绝入境。
根据沙特内阁法令No.213，原SASO ICCP已终止，依照内阁法令No6386，一项新的针对出口沙特王国的产品评定方案已获得批准，并将取代原SASO ICCP方案。这项新的评定方案由沙特商贸部授权实施，旨在确保出口到沙特王国的产品符合相应的沙特王国标准和国际性标准。
新的评定方案要求：所有沙特进口的货物必须附有一张符合性证书（Certificate of Conformity）简称CoC? 但被禁止或豁免的产品除外 ? 以证明产品符合相应标准（技术标准）要求。证书必须确认这些产品在原产国都在具有相应资质的代理机构监督下，进行了正规的检定。对于货物的清关和交付，符合性证书(CoC)是强制性的，没有获得证书或者不符合产品符合性评定方案要求的货物都将在目的地被拒收。

SASO-CoC证书获得的三种途径
ICCP计划为出口商或制造商获得CoC证书提供了三种途径，客户可根据自己产品的性质，符合标准的程度，以及出货的频繁程度选择最适宜的方式。CoC证书由SASO授权的SASO Country Office(SCO)或由PAI授权的PAI Country Office(PCO)办理签发。
途径1：装船前达标验证
此方式最适于发货非常少的出口商或制造商。每次出货前需申请装船前的验货（PSI）以及装船前的测试（PST）。两者都合格了就可获得CoC证书。
批次检验程序 (Certificate of Conformity / CoC)
此程序项下签发的符合性评定证书(简称COC)仅对批次货品有效, 可用于在目的港清关。
一、质量文件审核
请递交以下文件 ：
测试报告及实验室的资质证明文件
（签发报告的第三方实验室须通过中国合格评定国家认可委员会CNAS的17025认证）或
制造商/工厂体系认证证书和内部测试报告/质量证明如文件适用，可递交检验申请进入检验程序；如不适用，须在指定实验室或其他有资质的第三方实验室按相关沙特阿拉伯标准进行检测。检测费用将按实际货品及测试项目有相关实验室人员另行报价。
二、装船前检验
(1) 请递交以下申请文件：
检验申请表，商业发票，装箱单。
(2) 检验范围
为了确保货品满足检测以外的有关标识，唛头等要求，验货员在验货现场对下述项目进行检验：目测货品表面质量，数量，包装，标识，唛头。
(3) 付款
按最终发票金额，认证专员出具报价单INVOICE以便客户及时付款，请于付款后将银行水单回传相关人员以确认执行付款。
(4) 出证
检验结果满意且出证文件齐全，认证服务中心将在2个工作日内出具证书草稿件，证书草稿件经由客户确认后，认证服务中心将在2个工作日内出具证书原件并邮寄给国内客户。
途径2：登记及装船前验货
此方式适于绝大数客户，它的优势在于每次的装船验货（PSI）虽然是必须的，但每批货无须再作装船前测试（PST）。客户通过提交达标申明，并提供符合进口国及相关国际或国内标准的测试报告，并申明产品已满足进口国的基本要求和国家差异，就可获得登记资格证书Statement for Registration (SfR)。
产品注册程序 (Registration Certificate)
如货品出货频率较高，可申请注册证书，有效期一年，经注册的货品按实际出货情况可适当减免现场检验。
1) 质量文件审核
请递交以下文件 ：
测试报告及实验室的资质证明文件
（签发报告的第三方实验室须通过中国合格评定国家认可委员会CNAS 的17025 认证） 或制造商/工厂体系认证证书和内部测试报告/质量证明 或工厂审核报告
如文件适用，可递交注册申请表申请产品注册；如不适用，须在指定实验室或其他有资质的第三方实验室按相关沙特阿拉伯标准进行检测。检测费用将按实际货品及测试项目有相关实验室人员另行报价。
2) 递交注册申请表 (Product Registration form)
请完整填写注册申请表，货品描述务必翔实准确并签字盖章。
3) 付款
认证专员出具报价单INVOICE以便客户及时付款，请于付款后将银行水单回传相关人员以确认付款已执行。
4) 出证
文件齐全，认证服务中心将在3个工作日内出具注册证书草稿件，注册证书草稿件经由客户确认，认证服务中心将在2个工作日内出具注册证书原件并邮寄给国内客户（如需寄至国外，邮寄费用由客户承担）。若邮寄当日贵司付款尚未确认，证书原件将暂缓邮寄。
经注册的货品，每批次货仍须取得相应的批次检验证书（CoC）以满足清关的要求。如需执行检验，程序同批次检验相同；一旦免检，客户仅须将最终的商业发票和装箱单连同申请表和符合性声明一并递交服务中心办公室即可申请出证。
途径3：形式认可证
这种方式既能节省每次出货前的验货费或测试费，简化重复的申请程序，又能保证交货时间，故为一部分出货较频繁或规模较大，注重质量及信誉的大公司所青睐。出口商或制造商的产品只有完全符合进出口国强制标准才能获得Statement for Licence(SfL)证书。该证书有效期为一年，到期前需提交更新厂检报告及缴纳年费并经RLC审核后即可续期。获得SfL证书的产品不再需要每批货都作发货前验货（PSI），而减为一年为数极少的几次抽验（一般2-3次/年，根据产品状况而定）。
形式认可程序 (Type Approval)
对优质客户，在实施工厂审核的情况下，可申请形式认可证书，有效期一年。除首次出货强制检验外，可基本免除现场检验。
(1) 工厂审核
由认证服务中心相关部门执行工厂审核的认证，对符合要求的工厂核发审核证书，该证书一年有效，每年更新。
(2) 递交申请文件
请递交以下文件 ：
测试报告及实验室的资质证明文件
（签发报告的第三方实验室须通过中国合格评定国家认可委员会CNAS 的17025 认证） 或制造商/工厂体系认证证书和内部测试报告/质量证明
